What would you think of a completed outfit with high heels on a 16 year old just for their day outfit? ?

is there anything wrong in wanting to look your best all the time? when i say about high heels i mean withy high waisted shorts, skinny jeans, and skirts with thick black tights underneath on long grey socks? its sort of a retro look crossed with rock chick. im changing my style, and goin for somehting, cute but grown up. i want to look different n not dress like every1 else in jeans trainers n a boring t.shirt. i want to dress like they do in vogue but everyday at low prices i know i can do it. but should i go for it or not?
