Does anyone know? easy ten points!!?

I'm from san fransisco. there the electricity cost 10-20$. i now live in upstate new york and my electricity bill is 40-50$. ive noticed that there is a 40$delivary charge. is this normal?? i have NYSEG. am i getting ripped off?
