Pokemon geek question. help me decide?

If flame wheel is the move that creates like a ring around the opponent and hits it every time then I would definitely delete it. But if I'm thinking of fire spin and this is a different one, I wouldn't delete it. Focus Blast isn't that great of a move to be honest.
