Someone was going through my bin this morning..identity theft?

My husband got up at 7am and went downstairs with the baby,,,he turned the kitchen light on and soomeone immediatley ran past the kitchen window which is adjacent to our bins and the drive,...he could not go after them due to the baby. He looked out and our textile aznd paper recycling bag was ripped and all over the drive,..there were only old clothes in it...no paper...my question is, do you think it was someone looking for bank doents etc or a weirdo after underwear..or a homeless person looking for clothes? 7am seems a funny time to go stealing identity's....I mean we ive in a cul-de-sac..very quiet area..lots of houses...and you can see we have kids as theres a pram and a kids bike outside...so surely they'd realise we would be up and about at 7.am? Was it a nutter or something else?
