Help! my dog is trying to gnaw his leg off?

He has gnawed a little bald patch above the joint before his paw and he also sits and and literally munches on his paw pad. It looks like he;s trying to get something out of there but he never walks like anything bothers him. And he only ever chews on his right leg.. Is it dry skin?
