Can one get a tourist visa to any country on the Lebanese burgundy pport?

At least for the European Schengen countries there are no limitations on pports of Lebanon. A Schengen visa sticker can be affixed to all pports issued by Lebanon, regardless whether they are machine readable, contain a chip, or do not have those features..
